They are found in the depths of the Archive, as he stays there to guard it. No one really knows where he came from. he just shows up one day, and got the job as a guard, as they say.
It's quite eccentric, and malicious, but that's all just how they act. He never really mean any harm but that smile of his suggests otherwise, assumed by others.
